The Illinois School Board Journal, in its November/December 2009 issue, published a feature story entitled, “Growing Pains: Financing Public Costs with Development Fees,” written by Walter J. Zukowski. The article discusses how school districts in areas of residential growth will face increasing costs. A way to address this situation is with municipal implemented fees, either for the cost of land acquisition, building improvements, or operating expenses. The article also surveys fees adopted by various counties and municipalities across north central Illinois.
